Organic, the new programming of the Development Fund in the Official Journal
Organic, the new programming of the Development Fund in the Official Journal The Decree of 11 September 2025 of the Ministry of Agriculture, Food Sovereignty and Forestry, which defines the new multi-year programming of the Fund for the Development of Organic Production, starting in 2026, was published in the Official Journal no. 241 of 16 October 2025.

Stable distribution and fixed percentages from 2026

The decree establishes the following percentages for the allocation of resources:
  • 15% for the creation of the Italian organic brand (art. 6, law 23/2022);
  • 20% for the National Organic Seed Plan (Article 8, Law 23/2022);
  • 40% for research and innovation programs (Article 11, paragraph 2, letter d, Law 23/2022);
  • 25% for the National Action Plan for Organic Production and Organic Products (art. 7, Law 23/2022).
The resources allocated to research (40%) will finance in particular:
  • Research and innovation programs;
  • University training courses , including undergraduate, graduate, master's and refresher courses for teachers of public agricultural technical institutes;
  • Research projects on food safety and wholesomeness.
  • Any resources exceeding spending commitments may be reallocated among the various planned activities , in compliance with budgetary rules.

The new features introduced

The new decree introduces a stable multi-year programming of the Fund for the development of organic production, superseding the previous three-year distribution (2023-2025).

Starting in 2026, the resource allocation percentages will be fixed and constant.

The measure aims to ensure greater continuity, coherence, and predictability of interventions, in line with the strategic objectives of the National Action Plan and European priorities for organic farming. (Source: https://greenplanet.net/ )
