
The measure recognizes a key role for accredited certifications and introduces additional benefits for energy efficiency projects implemented by entities with accredited management systems or environmental certifications .
According to the provision, in fact, the certificates are issued by the Energy Services Manager (GSE) in exchange for additional energy savings , achieved thanks to the implementation of the energy efficiency intervention.
This saving is the difference, expressed in Tons of Oil Equivalent (TOE), between the baseline consumption (the reference primary energy consumption before the intervention) and the energy consumption.
White certificates represent tradable securities and can be traded and valued on a dedicated platform of the Energy Markets Manager (GME).
To be eligible for the white certificate mechanism, a specific project must be submitted, meeting the requirements set out in Annex 1 of the provision, and submitted to the GSE.
Projects can be submitted by:
- Entities required to comply with national quantitative energy saving requirements , including through parent companies, separate, affiliated, controlled, or operating through commercial affiliations. This category includes electricity and natural gas distributors who, as of December 31, have more than 50,000 end customers connected to their distribution network.
- All gas and energy distributors other than those described above.
- Public or private entities that, for the entire duration of the project's useful life, possess the certification referred to in the UNI CEI 11352 standard or have appointed an energy management expert certified according to the UNI CEI 11339 standard or possess an energy management system certified in compliance with the ISO 50001 standard.
The decree provides additional benefits for projects that integrate certifications :
Energy efficiency projects based on energy diagnoses (compliant with Legislative Decree 102/2014) and implemented by owners with ISO 50001, EMAS, ISO 14001 or ISO 14005 certified company management systems, or other environmental product certifications (such as ISO 14067, ISO 14046, ISO 14052), receive an additional 2% energy saving for the entire useful life , up to a maximum of 40 additional TOE.
