AGEA wrote this in its circular dated September 30, after reviewing the applications for the SQNBA System. For Eco-scheme 1-Level 2, the Agency has set a new deadline: October 15, 2025.

FAQs clarifying organic certification in relation to the SQNBA System are published on the Masaf website.
By “possession of officially valid organic certification” we mean the certification referred to in Article 35 of Regulation (EU) 2018/848 on organic production and the labelling of organic products.
This certification is “obtained after a visit from the certification body and the operator's admission to the organic control system” .
Exemption provided for organic farms
Within Eco-scheme 1 level 2, the exemption is understood to be "also valid for farms in conversion, provided that, once the conversion period has ended, the farm is certified organic pursuant to Regulation (EU) no. 848 of 2018" .

Timings
To the question of when the certification required by Article 35 (Certificate) of Regulation (EU) 2018/848 must be possessed, the FAQ block updated as of 26 September answers: “At the time of submitting the CAP aid application” .
