PNRR and biomethane: access procedure for incentives begins From 12 noon on August 27th and for a month, until the same time on September 26th , it will be possible to access the online help desk to access the contribution for the PNRR measure “Ecological Practices”.

The green light for the procedure is established by the public notice , approved by ministerial decree and published on the MASE website, which defines the admissibility criteria, the submission methods and the deadlines for submitting requests to participate.

The PNRR investment allocates 193 million to encourage the spread of ecological practices during the biogas production phase , such as:
  • minimal soil tillage and innovative low emission systems,
  • promote the replacement of obsolete tractors with more efficient ones, powered by biomethane and equipped with precision agriculture tools,
  • investments to improve the energy efficiency of biogas production plants.

Investment 1.4 - Biomethane development, according to criteria to promote the circular economy

Investment 1.4 aims to:
  • support the construction of new plants for the production of biomethane;
  • Convert and improve the efficiency of existing agricultural biogas plants to produce biomethane for transport, industry, and heating. The biomethane produced must comply with the criteria set out in Directive (EU) 2018/2001 on Renewable Energy (RED II) for the measure to comply with the "do no significant harm" principle and the relevant requirements set out in footnote 8 of Annex VI to Regulation (EU) 2021/241;
  • replace obsolete and low-efficiency mechanical tractors with tractors powered exclusively by biomethane compliant with the criteria established by the RED II Directive and equipped with precision farming tools . Producers of gaseous biofuels and biomethane must provide certificates (proof of sustainability) issued by independent assessors , as required by the RED II Directive. Operators must purchase guarantee of origin certificates commensurate with the intended use;
  • promote the diffusion of ecological practices in the biogas production phase (minimal soil tillage sites, innovative low-emission systems for the distribution of digestate).
